Q “Those organizations whose Statement of Qualifications is deemed to best respond to the questions described in the application will be invited to submit a full proposal.” Will there be a full proposal submitted by all respondents, even if there is no competition in a region?”
A Yes a proposal will be submitted by all respondents. In regions where there is no competition the proposal will be used as the basis for the PY11 contractual scope of work.


Q Who submitted a letter of intent for Regions 13 & 14?
A TEC but the letter of intent was for the purpose of facilitating an efficient Q&A process and identifying any regions that may need additional advertising in the absence of at least one interested respondent. A letter of intent is not a rite of passage for participating in the submission of a response to the request for statement of qualifications.

TOC received letters of intent from R1 MTC; R6 UTE; R7 SCBEC; R9 MCCOG; R10 COIC; R11 COIC; R12 CAPECO; R13 TEC; R14 TEC for youth services.

Part 9(E) Financial Information. “Provide a current year operating budget. Please itemize  your sources of revenue and the corresponding amounts.”

Please clarify: Do you want a top level summary of budget (ie revenue) per funding stream to be submitted? OR Do you want a detailed budget per funding stream listing both Revenue & Expense and showing the net of costs and revenues at the bottom of each detailed budget to be submitted?

A Provide a current year operating budget by revenue source that lists the source, program, revenue amount, planned expense, and profit/(loss).

Formatting Question:  Instructions state, “….using the headings provided to identify each section and sub-section.”  Are you defining “sub-section” as the numbered questions that fall under Section A, B, C etc.?  Do you want one numbered document or should the Narrative be a separate numbered document?

A

Answer: Refer to Page 16 “A Statement of Qualifications will include the following, in the order listed:” where it lists all the headings for the response. I would use the respective numbered questions and letter references whenever possible to help the reviewer identify that the response is complete.

Do I have to do a line by line comparison OR are the assurances and certifications (Attachments A, B, and C) identical for Youth and Adult/DW?

A The assurances and certifications (Attachments A, B, and C) are identical for Youth and Adult/DW.

On page 16 the instructions state that our packet is to include the past two year's audits.  Then back in the General Disclosures section under 9. Financial Management System we would check 2. Update, and in this section it states that as a current regional contractor we supply a statement that you already have received our audits.  There are some concerns here that these two sections could be contradictory.

Page 16 of the Youth RFP is a check-list to be used as a tool for the bidder to make sure the proposal package is complete. The check-list does not distinguish between a new applicant or current TOC/OWA Regional contractor. Follow the instructions in the General Disclosures section under 9 that is appropriate for your applicant status “new” or “Current TOC/OWA Regional Contractor”.

Is the Annual budget referenced on page 17 the same as the budget requested on page 6 of the financial information or should there be a separate attachment?

A

Yes the Annual budget referenced on page 17 is the same as the budget requested on page 6 of the financial information.

Will you accept a hand delivered copy of SOQ on Wednesday, December 15, 2010?

A Yes, the deadline for submittal of the SOQ 3:00pm (PST) Friday, December 17, 2010 at The Oregon Consortium & Oregon Workforce Alliance, 260 SW Ferry Suite 202, Albany, OR 97321

Be aware there is one instance in the SoQ solicitation where there is a typo on the zip code. The zip code for The Oregon Consortium is 97321.
