Kris LatimerKris Latimer
Chief Executive Officer


Kris has more than 20 years experience in the workforce development field. During this time, she has participated as a presenter, facilitator and trainer across the country and has lead several nationally recognized and award winning programs.

In her current role she is responsible for guiding both boards in policy setting and decision making to assist rural communities, citizens, industry and business to achieve their goals of sustainability, livability and profitability – in short, to Help Rural Oregon Work.

A past recipient of the Oregon Employment and Training Association's Commitment in Action Award, the National Association of Counties Joe Cooney Award for Excellence in Workforce Development, she now serves on the NWA Board of Directors.


Jeff DickasonJeff Dickason
Chief Operations Officer


Jeff Dickason is the Chief Operations Officer for The Oregon Consortium & Oregon Workforce Alliance. Jeff has over 20 years of experience planning, implementing, evaluating and managing workforce programs, and engaging internal and external partners in dialogue supporting program development and improvement. Jeff is a skilled group facilitator, and is a regular member of State and local work teams assisting in the development of program and operational policies, performance metrics and information systems. Jeff graduated from Oregon State University with dual degrees in Economics and Business Finance, including concentrations in Computer Science and Spanish. Combining education with opportunity, Jeff is actively engaged at the local and State levels in system and policy development supporting the workforce system.


Melissa MetzMelissa Metz
Chief Administrative Officer


Melissa has focused her efforts in building healthy rural communities throughout her career whether it was with the Illinois Community College System, a rural school district running community learning centers or now the workforce system.

She grew up in Corvallis, Oregon and received her B.A. in Business from the University of Oregon in 1990. Melissa expanded her horizons and moved to Illinois in 1991 where she earned her M.Ed. in Community College Leadership from the University of Illinois and worked with rural community colleges throughout the state on educational initiatives.

Melissa has worked 8 years at TOC and is currently the Chief Administrative Officer.


Jackie CrayJackie Cray
Program Operations Coordinator


Jackie has worked at the Oregon Consortium for over 20 years in a variety of positions. Her current position is Program Operations Coordinator and she is responsible for program technical assistance, development of procedure manuals, performance and contract oversight and assistance with program policies. Jackie and her husband live in Albany, and have two grown sons.


Jennifer HandyJennifer Handy
Financial Services Coordinator


Jennifer has been a vital team member of the TOC fiscal team for over 14 years, working hard in building and maintaining a strong fiscal department. As the Financial Services Coordinator her many functions include audit schedules, human resources, payroll, tax reports, fiscal procedures and personnel policies, bank reconciliations, grant and financial reports along with a variety of other fiscal duties. Prior to joining the TOC staff she worked in the accounting field for 9 years. Jennifer was born in Gresham, but grew up in Albany, where she currently lives with her husband, Kevin, and their two young children. Jennifer spends her free time volunteering regularly with her children’s sports as team parent and for various school functions. She holds a Bachelor of Science from Oregon State University.


David McGirlDave McGirl
MIS Coordinator


Dave earned an Associate of Applied Science in information technology, and brings eight years of experience in information technology. During this time he has worked at Intel, testing computer Hardware and Software by building secure testing networks and evaluating various pieces of Hardware and Software. Later he worked on the HP HALO Telepresence system as a Technical service Engineer.

In his current role as MIS Coordinator he is responsible for supporting the information systems and technical needs of TOC / OWA; including supporting the implementation and ongoing support of the WIAMIS, as well as the NEFSIS virtual board room.


Elisha SchillingElisha Schilling
Financial Specialist and Board Support


Elisha is currently the Financial Specialist and Board Support at The Oregon Consortium and Oregon Workforce Alliance. Prior to her career at The Consortium, Elisha worked for the Department of Justice, and Central Willamette Credit Union.

Elisha currently lives in Albany with her husband and little boy. Interests include scrap booking, four wheeling at the sand dunes, camping and spending time with her family.


Monty JohnsonMonty Johnson
WIA Program Specialist


Monty is very excited to be the WIA Program Specialist for TOC / OWA. Just starting this spring, he is already deeply involved in developing green jobs for rural Oregon, writing grants in pursuit of supporting job training for technology, innovative evaluation programs, creating new partnerships as well as program and planning development and support. He is also out in the field a lot talking with our WIA Service Providers.

Monty has a Master of Public Policy degree with a focus in Rural Policy from Oregon State University. While there, he pursued significant graduate study in the Agricultural and Resource Economics Department. He also has a Master’s in Environmental Science from Washington State University, and a BA in Economics from Whitman College.


Elisha SchillingKymber Green
Office & Communications Assistant


Kymber comes from an Administrative and Managerial background focusing on building positive team      environments. As the Office & Communications Assistant she will maintain Kris’ schedule and support the Board and  Office Staff along with various other duties.

Kymber enjoys volunteering her time at various community events and agricultural organizations.
