The Oregon Consortium (TOC) and Oregon Workforce Alliance (OWA) is a private/public partnership established by business leaders and public officials to help revitalize the economies of twenty-four rural Oregon counties.

TOC / OWA's Emerging Worker Committee, with funding from the American Recovery & Reinvestment Act, is helping to create the next generation of media specialists in Rural Oregon.

Why TOC / OWA?

Making the vision a reality... could an open-source workforce and economic development network strategy be the answer to rural prosperity?

Rural Oregon’s Open-Source Workforce Development Network will build on the existing network to create and facilitate innovation, sustain change, develop and fully utilize brainpower, and eventually drive economic development and community prosperity.

What it means for Oregon…

The Consortium has built and continues to grow a reliable workforce development system in rural Oregon. We work with community networks to ensure that workforce development services are provided to job seekers in a way that is responsive to the needs of workers, employers and communities. Services include, but are not limited to, career counseling, training and search assistance.

Our mission is to "Help Rural Oregon Work" by providing vision and guidance to the rural workforce development system and its partners.
