Kris LatimerKris Latimer
Chief Executive Officer


Kris has more than 20 years experience in the workforce development field. During this time, she has participated as a presenter, facilitator and trainer across the country and has lead several nationally recognized and award winning programs.

In her current role she is responsible for guiding both boards in policy setting and decision making to assist rural communities, citizens, industry and business to achieve their goals of sustainability, livability and profitability – in short, to Help Rural Oregon Work.

A past recipient of the Oregon Employment and Training Association's Commitment in Action Award, the National Association of Counties Joe Cooney Award for Excellence in Workforce Development, she now serves as Treasurer for the Nationaly Workforce Association Board of Directors and as a board member for the Oregon Military Support  Network.


Jackie CrayJackie Cray
Program Operations Coordinator


Jackie has worked at the Oregon Consortium for over 20 years in a variety of positions. Her current position is Program Operations Coordinator and she is responsible for program technical assistance, development of procedure manuals, performance and contract oversight and assistance with program policies. Jackie and her husband live in Albany, and have two grown sons.


Jennifer HandyJennifer Handy
Financial Services Coordinator


Jennifer has been a vital team member of the TOC fiscal team for over 16 years, working hard in building and maintaining a strong fiscal department. As the Financial Services Coordinator her many functions include audit schedules, human resources, payroll, tax reports, fiscal procedures and personnel policies, bank reconciliations, grant and financial reports along with a variety of other fiscal duties. Prior to joining the TOC staff she worked in the accounting field for 9 years. Jennifer was born in Gresham, but grew up in Albany, where she currently lives with her husband, Kevin, and their two young children. Jennifer spends her free time volunteering regularly with her children’s sports as team parent and for various school functions. She holds a Bachelor of Science from Oregon State University.



Monty Johnson
Contracts and Program Coordinator


Monty recently transitioned from Program Coordinator to Contracts and Program Coordinator in response to staff downsizing and changes at TOC/OWA. His job duties include: writing grants supporting job training for the TOC/OWA area; monitoring and reporting on our National Emergency Grants and State Additional Assistance Grants; managing related contracts and, offering technical assistance and guidance.

Monty has a Master of Public Policy degree with a focus in Rural Policy from Oregon State University. While there, he pursued significant graduate study in the Agricultural and Resource Economics Department. He also has a M.S. from Washington State University.
