Compensation
The
salary
range for this position is $2375 to $3308 per month. The starting
salary is
negotiable depending on skills, knowledge and experience. The
compensation plan
includes health, dental and life insurance, as well as a retirement
plan
through the Public Employee Retirement System (PERS).
Required
Education & Experience
The
preferred candidate will have two or more years of MIS support,
database and
computer application experience or an equivalent combination of
education and
experience. This experience and education will provide demonstrate
knowledge
and skills in the use of database applications, spreadsheets, word
processing
and web tools. Knowledge and experience with ORACLE, EXCEL and WORD is
desired
but not required. Good verbal and written communication skills and the
ability
to work with people of diverse technical knowledge and backgrounds are
required.
Essential
Functions
Assists
technical and business staff in supporting, maintaining, and enhancing
web-integrated Oracle MIS systems and components for The Oregon
Consortium
& Oregon Workforce Alliance (TOC/OWA) supporting workforce
integration and
the administration of the federal and state WIA program:
- Create, implement online
documentation and business process-to-solution “Owners Manual” style
paper documentation. Provide “train-the-trainer” hands-on training to
support design-team staff, attend end-user training sessions to support
WIA program trainers, and create/perform structured end-user training
sessions.
- Layout/deploy pre-created
ad-hoc reports online, maintain existing reports-set.
- Attend meetings to
support our staying “current” with and accountable to the direction
that the WIA business is going across State, program management, design
team and end-user levels. Support program people by offering
technical input, collecting special tasks and performing those tasks to
keep meetings and business direction moving.
- Support the Technical
Assistance Center (TAC) help-desk and issue resolution system. Receive
TAC tickets, communicate with
technical team & program staff for input, guidance and approval as
needed, prioritize into existing responsibilities, and complete/close
TAC tickets.
- Assist as requested or
scheduled in the performance of all functions involved with the
creation and maintenance of system backups. Commensurate
- Assist as requested or
scheduled in the creation of monthly State transmissions, reports of
self-service numbers, and
various other “cookbooked” reporting tasks supporting program
operations and State and Federal reporting obligations.
- Maintain an up-to-date
MIS Manual for WIA staff. Collect change lists/revisions to the
MIS Manual, make revisions, upload revisions/current version of
complete MIS Manual to MIS system, and post revision notification to
staff/program people.
- Create/maintain “How do
I?” step by step online documentation for end-user navigation of tricky
system functions and data clean-up/stewardship processes.
- Maintain web-page content
and links supporting board and program operations and service delivery.
- Understands role and
operates effectively within existing WIA business/technical structure
and a variety of State and local partners, departments, managers,
teams, end-users, and the public from diverse cultural, social,
economic, and educational backgrounds.
- Accepts
& completes project tasks in accordance with established strategic
priorities. Can and does operate in a manner commensurate with a
traditional employee, accommodating business work schedules and being
present and accountable during work hours. Is transparent in
communication and work planning with team members and staff.
Demonstrates an investment in the direction, priorities and timelines
established to support business operations and needs. Is
experienced and comfortable working independently and with
others.

dictate. Maintain
proficiency by attending training and meetings, reading materials, and
meeting
with others in areas of responsibility. Maintain work areas in a
clean and
orderly manner.
Physical
Demands of Position
While
performing the duties of this position, the employee is frequently
required to
sit, stand, bend, kneel, stoop, reach and manipulate objects. The
position
requires mobility. Duties involve moving materials weighing up to
10 pounds on
a regular basis such as files, books, office equipment, etc., and may
infrequently require moving materials weighing up to 25 pounds.
Manual
dexterity and coordination are required over 90% of the work period
while
operating equipment such as computer keyboard, calculator, and standard
office
equipment.
Working
Conditions
Work
is
performed in an office environment with extensive use personal
computers. The noise level in the
work area is
typical of most office environments with telephones, personal
interruptions,
and background noises. Work
environment includes managing projects with conflicting requirements
and
deadlines. Business needs may occasionally require working
irregular
hours of shift work (24/7, weekends, evening, holidays) and travel for
job
related purposes. Occasional business related overnight travel
may be
required.
